This strategy centers on shifting power from external actors to communities by prioritizing participatory processes, whether through dialogue, media, governance, or economic inclusion. It appears across diverse issue areas—from peacebuilding to youth engagement and development—unified by the belief that lasting change emerges when people shape their own solutions. Unlike top-down or service-delivery models, this approach treats community agency as the engine of resilience and transformation.
