This strategy centers on the belief that communities are the primary agents of their own development. Rather than imposing external solutions, organizations using this approach support communities to identify needs, design interventions, and manage resources, ensuring that initiatives reflect local priorities and knowledge. It differs from top-down or purely service-delivery models by emphasizing self-determination, participatory governance, and systemic empowerment rather than short-term aid.
